In 2005, Rabbi Moshe Levinger and Daniella Weiss founded Nachala. The movement regards itself as Gush Emunim’s successor and its declared goal is settling in the entire “Land of Israel and all its frontiers,” including establishing new settlements in the West Bank and Gaza Strip.

To do so, Nachala mobilizes activists and families to claim new sites for settlement and organizes “operations” for establishing outposts. Concurrently, the organization raises the funds necessary for establishing these outposts, reinforcing the presence of Israelis in the occupied territory and purchasing land from Palestinians via a the National Fund for the Building of Eretz Israel, established by Nachala for the purpose of so-called “land redemption.”

Nachala itself is not registered but rather operates through a network of organizations and bodies linked to its leaders, through which it raises funds from private doners and crowdfunds in Israel and abroad. Haaretz’ investigation has found discrepancies between the sums Nachala publicly reported and the organizations’ reporting to the Registrar of Associations. Prior to the new outpost operation in July 2022, Nachala reported it raised five million shekels in just three days.

The settlement Evyatar is a prime example of Nachala’s modus operandi. Nachala’s efforts to establish the outpost on Jabel Sabih began in 2013, and Evyatar was evacuated several times. In 2021, Nachala mobilized approximately 50 families to reside at the outpost site and dozens of structures and infrastructure were quickly established. Palestinian residents protested against the new settlement, which was established on Beita village land. Between May 2021 and May 2022, Israeli security forces personnel killed ten Palestinians from Beta and the surrounding area and injured thousands more in their efforts to quell the protests. In June 2024, following negotiations with the government, the cabinet retroactively authorized Evyatar as an official settlement. In September 2024, an Israeli soldier killed an American activist who demonstrated at the site.

Nachala chair, Daniella Weiss is a veteran of the Israeli settlement movement and one of its most prominent leaders. She served as Gush Emunim’s executive director and later as mayor of the settlement Kedumim. After founding the youth division of the Eretz Israel Faithful Movement, Weiss was hailed as leader of the extreme “hilltop youth“.

In recent years, Weiss and Nachala were sanctioned internationally for their work. Weiss was personally sanctioned by Canada in 2024 as part of the country’s measures against individuals involved in funding and supporting settler violence perpetrated against Palestinians. In May 2025, the UK sanctioned Weiss for her involvement in threatening, promoting and supporting acts of violence against Palestinians. It sanctioned Nachala for facilitating, encouraging and providing logistic and financial support for establishing unlawful outposts and forcefully dispossessing Palestinians. In May 2026, the European Union joined this effort and applied sanctions against Nachala and Weiss, determining that the Nachala’s work encourages and promotes the forced expulsion of Palestinians from their land and that the outposts that Nachala established are persistent sources of violence perpetrated against Palestinians.

Nachala’s work seeks to entrench Israel’s presence in and cement its control over the West Bank by establishing facts on the ground and preventing the establishment of a future Palestinian state. In this sense, Nachala is a driving force behind annexation in practice, establishing Israeli control in the occupied territory as permanent rather than temporary.
